The Association began meeting monthly in about September of 1986 after Posts from the Council attended our first National Law Enforcement Conference in Seattle, Washington. The concept for the Association started when our Council began planning to host the Western Regional Conference in May of 1987 at San Jose State University. Retired Lieutenant Bob Sola of the Daly City PD and retired Captain Tim McHenry of the San Mateo County Sheriffs Office, who were the co-chairs for the program committee, coordinated meetings for advisors to work on the conference. After the conference, the advisors established the association to plan and coordinate the Academy and other activities of mutual interest. It was at about this time that we started to rotate the job of Academy Coordinator and made it a one year assignment. For the fifteen years prior to this, there had only been three coordinators: Sid Smith, Menlo Park PD, Dennis Dunne, Redwood City PD, and Bob Sola, Daly City PD. There was no committee, no meetings, and it was a one-man job. In talking with advisors at National and Regional Conferences, a lot of councils have advisor associations, but few have been in existence as long and produced as many Academies, Conferences, Challenges and other activities.
